Vanuatu’s New Passport Program Drives 2030 Carbon Net Zero Goals

Vanuatu’s CIIP-CNO Future Fund integrates citizenship by investment with sustainable development, focusing on renewable energy, sustainable agriculture, and eco-friendly infrastructure. This initiative supports Vanuatu’s 2030 Carbon Net Zero goals and positions the country as a global leader in climate action.

Vanuatu proudly announces the launch of the Capital Investment Immigration Plan (CIIP) – Coconut Oil (CNO) Future Fund through Vanuatu Investment Marketing Bureau (VIMB). This initiative aligns Vanuatu’s citizenship-by-investment program with its ambitious 2030 Carbon Net Zero goals.

The program is designed to attract foreign investment while promoting sustainable development across key sectors such as renewable energy, sustainable agriculture, and eco-friendly infrastructure. The CIIP-CNO Future Fund is a unique investment vehicle that channels funds from Vanuatu’s citizenship-by-investment program into renewable energy projects, particularly focusing on scaling up crude coconut oil production for power generation.

This initiative supports Vanuatu’s Low Emissions Development Strategy (LEDS), which aims to reduce emissions across all sectors. It also aligns with the country’s renewable energy goals outlined in the National Energy Road Map (NERM) and the targets set in the Nationally Determined Contributions (NDC).

Coconut oil has a rich history in Vanuatu. It is traditionally used for various domestic purposes and as a key export product. The island nation aims to substitute diesel in electricity generation by ramping up crude oil production, significantly contributing to its renewable energy targets. This transition supports the local economy by creating jobs, enhancing livelihoods, and positioning Vanuatu as a leader in global climate action.

Vanuatu is unique among Paris Agreement parties, having already achieved net negative greenhouse gas emissions due to its vast forests, which absorb more emissions than the country produces. The CIIP-CNO Future Fund further illustrates Vanuatu’s commitment to maintaining this status and advocating for global climate ambition. The island nation sets a new benchmark for climate action and sustainable development by integrating sustainable investment with its citizenship acquisition.

Robin Kapapa, chairman of the Vanuatu Citizenship Commission, commented,“Channeling foreign investment through the country’s well established citizenship program is a bold innovation by the Vanuatu government, enabling the country to harness private finance across the world and create a whole new strata of committed foreign direct investors into Vanuatu’s circular economy.

Daniel Agius, chief operating officer of VIMB, added, “Having the privilege to introduce the CIIP-CNO Future Fund fills me with immense pride. I deeply believe in the potential of this initiative. It represents fiscal growth and a transformational step toward a more inclusive and prosperous society in Vanuatu.”

The CIIP-CNO Future Fund allows international investors to secure Vanuatu citizenship while contributing to global climate goals. Investors can include their spouses and up to two children for $165,000 ($50,000 redeemable), making this an attractive option for securing a family’s future. Investors may add $25,000 for every additional dependent.

Vanuatu citizenship provides numerous benefits, including visa-free or visa-upon-arrival access to over 100 countries, a tax-free domicile, and the privilege of holding a passport from an ecologically pristine, crime-free, and peaceful nation.
